WI Ordnance of 1784 passes

In a Thomas Jefferson biography I learned that the Ordinance of 1784 (which would have banned slavery of the version Thomas Jefferson supported) failed due to the sickness of the New Jersey represenative. What if he wasnt and it had passed by the vote banning slavery in all new territories and states?
 
Theoretically slavery would have been "contained" but I cant help but think that the slave holding states would push for some kind of revision later on, especially after the cotton industry took off.

The cotton industry took off because of the invention of the Cotton Gin. Eli Whitney, the inventor of the cotton gin, invented it to get rid of slavery. Without much slavery in the United States, he might not have the interest in inventing the cotton gin. The invention, and the jump-start of the cotton industry might just be butterflied away.

Back onto the Land Ordinance of 1784, so instead of North vs. South, we have East vs. West. Interesting, though the Northern states might be quick to get rid of slavery.
 
Interesting. However as this was still the Confederation Congress, could this have led to a dissolution of the Union and no Constitutional Convention?
