WI:Operation Dynamo Fails and Dunkirk is over run.

It is worth remembering that a significant proportion of the troops recovered from Dunkirk were French troops. So, from a purely British point of view you have to reduce the size of potential British troop losses if Operation Dynamo failed.

The shortage faced in the UK was more of materials than men, though the extra trained troops would have been very useful.
 
There is also the question of what Churchill (assuming no vote of no confidence) would decide regarding the fighter reserve and the "second BEF".

Making the wrong call with regard to these forces could see the RAF gutted and a couple of hundred thousand extra prisoners for the Germans.
 
If Britain does negotiate it'll have enormous effects on the Sovurt Union. IOTL Stalib's belief was that Hitler would not fight a two front war, and did everything in his power to appease Hitler in order to stall war until 1942. Britain making peace changes everything. The most important effect is that the STAVKA will make a state defense/mobilization plan in summer 1940, rather than waiting until February 1941 (And even that wasn't properly completed until May). It'll also sharply reduce exports of good and raw materials which it gave away for free IOTL, which will be crippling for Germany's economy.

I thought Stalin was giving the Germans resources at rock bottom prices to try and keep him away from invading. Also I believe most of the troops were british 230,000 were British and the 70,000 others were French.

Many of said French troops self repatriated when France surrendered, so they aren't that significant to the overall war effort.

On the assumption that Germany wasn't certain to invade in 1941 while still at war with Britain. The raw materials as part of the M-R Pact were extra insurance against a possible invasion. If Germany isn't at war with Britain than the Soviet Union's strategic considerations, and thus it's actions, change drastically.
