WI : Occupied France capital moved to Bourges

In the Hundred Years' War, the son of Charles the Mad had its capital in Bourges, before Joan of Arc started the counter-offensive.
In WWII, the Occupied French authorities under Maréchal Pétain chose to settle in Vichy. However, settling in Bourges instead could've had an important symbolic effect.
So, what could have changed, compared to OTL?

We're in WWII and Pétainists have located in Bourges instead of Vichy.

I'm saying if the capital moved, there would be no Paris Commune in the future.

There hasn't been a Paris Commune since 1871. You are aware that we are talking about if during WWII the capital had been moved, right?
