WI Nth Vietnam with Offensive weapons?

WI the Soviets and Chinese supplied Nth Vietnam with offensive weapons like the FROG rocket, Styx/Silkworm AShM and Scud ballistic missile? I imagine these weapons would be supplied with mobile TELs in a very piecemeal manner much like Migs were and thus used very carefully and irregularly.

How would the US react if on occasion an airbase came under Scud attack, a warship came under Styx/Silkworm attack or forward positions under FROG attack?
 
Leaving aside the practicalities of all this (at the time of the Vietnam War, these all represented the Soviet Armed Forces most cutting edge weaponry and hence the Russians would be rather reluctant to ship them off to their proxies), it would represent a serious escalation which might lead the US to taking harsher measures against targets in North Vietnam with their own air and naval forces.
 
It most certainly would be an escalation, but what can the US do about it? They were already conducting Op Rolling Thunder and small numbers of mobile TELs aren't great targets for a micromanaged air campaign, especially one that now has to be mounted entirely from outside Scud/Styx/FROG range.

Expand the target list and loosen the ROEs. Rolling Thunder was rather restrictive in terms of what could and couldn't be hit (although, contrary to popular belief, this wasn't always political: the early attempts to go after SAM sites resulted in some nasty casualty rates).

Of course, whether the US's counter-escalation does any good is another matter entirely. I kinda doubt it, given the North Vietnamese's determination to see this thing through to the end.
