How does Novgorod do this? I mean there have been TL's where this happens but you don't expound on what he context is and without that this is kind of difficult to speculate on.
 
That republican government was horrible at maintaining anything resembling a standing army or even a quality land militia, and equally terrible at producing good diplomats.

I just don't see how.
 
I don't see why it should be impossible that the Novgorodians could amend such weaknesses however. Perhaps they could find themselves a new prince that isn't also the ruler of some antagonistic Russian state like Muscovy. Or what about that attempted alliance with Poland in the 1400's?
