WI no Young Turk revolution

Title explains most of it really. How could the Young Turk revolution be prevented, and how does this effect the future of the Ottoman empire?

If Abdulhamid II hadn't suspended the Ottoman parliament 1878 and thus ended the First Constitutional Era, there wouldn't have been a need for a Young Turk Revolution or a 2nd Constitutional Era.
 
It could have been prevented any number of ways, but given OTL, it probably would have taken Abdul Hamid moving a little faster to restore the constitution. Or, if there hadn't been the reactionary coup, there might have been more continuity in the transition to liberal democracy which could have avoided a lot of mess.
 
So say that Abdul-Hamid restores the constitution before 1908. Does this mean that the wars of the early 20th century (i.e Balkan wars, Italo-Turkish war) happen? And would it help or hinder the Ottomans in the long run?

Dunno, the Balkan nations and Italy looke for any weakness in the Ottoman Empire to go to war over territory. But more democracy is always better. Now if the Young Turks could stomach an election loss...
