WI: No World War I?

I noticed that the earlier threads are rather old.

So assume WW1 is avoided (My guess Serbia humiliated but not invaded).

1) How big an issue does Ireland become in Britain.

2) Could Germany decide to mend fences with Russia and Britain? For Britain it is just not threatening by building more pointless Dredadnougts. With Russia there was not the strong linguistic / 'racial' Nationalism that came later and both states had an interest in keeping control by the ruling Monarchical house?

3) How strong does Nationalism become in the rest of Europe especially under Austria

With Britain? Yes--as long as Kaiser Bill is more careful in his actions, behavior, et cetera. With Russia? Unlikely due to German fears of growing Russian power.
