Today was the 200th anniversary of the Cadiz Constitution, which, sadly fail because of the reactionary attitude of Ferdinand VII (among other causes) and therefore stopped the creation of any kind of liberal state in Spain for almost 30 years and causing one of the large reasons why Spain lagged behind other European states.

So WI, for whatever reason (for example, Ferdinand not being a self-conscious rat) the Treaty of Valençay is not signed? What woudl be the consequences? Would British and Spanish troops create a new front by invading southern France, and if so, what would be the consequences?
