WI no Transfer of the Virgin Islands?

What if the Danes choose not to hand the Danish West Indies over to the United States in 1917? Assuming the butterflies don't totally mess things up, how will this affect WWII when Denmark falls?
 
I'm not an expert, but I'm willing to bet the change wouldn't be terribly great. Denmark also owns Greenland, although the climate is somewhat sunnier and warmer in the VI :) I can't see it being really significant.

The government-in-exile would probably still go to the UK (I think they went there in the first place). But they could always fall back to the VI if the UK somehow fell...

There was no Danish government-in-exile. The invasion of Denmark only lasted a few hours before the government surrendered. Most Danes didn't have a clue what happened until they read the morning paper. The royal family & government (until it was disolved) remained in Copenhagen. It was both the mildest and stranged Nazi occupation of any country.

After Denmark fell the Danish minister in Washington would enter into a treaty "on behalf of the King", (but refusing to accept orders from Occupied Copenhagen) with the United States to administer the DVI just like what happened with Greenland in OTL.

Just a reminder, Iceland was Danish territory and occupied by the Allies after the German invasion of Denmark.
