WI no terrorists attacks against airplains?

During the first half of the XX century, most people traveled either by ship or train. Yet, as far as I know, there weren't many attemps to hijack trains or ships, or to put bombs in them.

Why was this? After all, bombs existed in the XX century, and, while not as effective as in a plane, a bomb in a ship or a train could have devastating effects.

Could we have an ATL in which there are no terrorists attacks agains planes, and where security in airports et all as much smaller, as there's no need to be vigilant? What POD would be needed for that to happen?

Well, the Confederates used "coal torpedoes"; they attacked the Sultana, Chenango and Greyhound.

Irish nationalists, the CIA and both sides of the Second World War had plans to do the same thing, though not much came of that.

The problem is that until recently, there were not many insurgent groups that employed suicide bombers and had the capacity for large attacks.

Less terrorism? Beyond that I have no idea.
 
Well, airplanes are far more isolated than ships or trains. While boarding a moving train or ship isn't easy, it's possible. Airplanes, OTOH, can't be boarded while on the air, so terrorists only have to deal with the people already on board of them. Plus, they have far more freedom of movement.
