WI No Tate Murders

The plan was for there to be two more movies after Chinatown, first there was The Two Jakes set after WWII which was later directed by Jack Nicholson and it did poorly in the box office so the third film was dropped.
As for Polanski's career, if he does not rape the young girl then maybe he would either have a great body of work or he might become a victim of his own cinematic excess or some combination of both.
With no Tate murders there is most likely no Labianca murders the next night and the way the Manson Family was going at that time, I could see them getting arrested and convicted on some other charges.

IMO, the prospect of Tate being a much bigger star is slim. I've seen "Fearless Vampire Killers", & she's nothing special. Maybe she gets a couple of "scream queen" flicks in the '70s, maybe a small role in something like "Airport" or "Earthquake" (replacing Victoria Principal?), but...

I'm not seeing how there's any impact, broadly, on politics or culture.

I'd hardly call that enough to change the outcome of a Presidential election, let alone have broad cultural impacts, unless you count Bugliosi's political ambitions (& I wouldn't).
Charles Manson became the face of the dark, “evil” side of the still very much ongoing Counterculture; I wouldn’t call that nothing.

He becomes its face, but that darkness isn't created by him.

As for his notoriety, or infamy, making the counterculture last longer, I'm very dubious.

Maybe her career gets rejuvenated by Airplane! like Barbara Billingsley and Leslie Nielson.

Sharon Tate did want to do more comedy roles IOTL. Apparently, she was quite good in 12+1 with Orson Welles but that movie seems to be impossible to track down.

As a child who read a lot of outdated movie books and was born many years after the murders, a lot of the doomed or troubled 60's "It Girls" fascinated me. Among the few I can think of at the top of my head this late at night that still make movies are Candice Bergen and Jacqueline Bisset. And Bergen still got caught up in that mess.

Most of the others that I like: Tate, Jean Seberg, Tuesday Weld...they are either dead or living in seclusion now.
