WI: No Tanzimât in the Ottoman Empire?

Well, in the early 19th century, the Ottoman Empire had to start modernizing several of its institutions in the face of disintegration due to the nascent nationalist movements and obsolete practices, and to this purpose, they instated the Tanzimât in 1839, with an imperial edict that worked as a basic rights chart. This was done by the European-educated sultan Mahmud II, who barely escaped with his life after his predecessor wanted to execute him due to a rebellion.

So, I've been wondering as of lately, if these foreign-educated sultans had been killed (or something else happening), what would have happened if the Tanzimat (or any reformist projects) would not had taken place in the Ottoman Empire?
 
he reforms would have taken place a decade or two later, possibly faster on account of their being no other choice.

Unlike Russia the Ottomans can't just go along not changing throughout theearly and mid-19th century.
