WI: No Rowlatt Act?

It would be very interesting how this affects Ghandi. He encouraged Indians to enlist on the British side during the war, perhaps hoping for reciprocation.

However, I have a feeling that, even without these laws, injustice would be widespread in India, thus leading Ghandi towards the same result. Even OTL, he concluded in 1919 that the Indians were not yet ready for passive resistance and cancelled such efforts for some time, so the absence of these laws may not amount to all that much in the long run. Here, he might hold out hope for change within the system for a couple of more years, but who knows.

Although, someone more knowledgeable on the situation givong their 2 cents would be most awesome.
 
Yeah, I can't see the lack of the Rowlatt Act magically changing everything, but I do wonder what butterflies (if any) no Amritsar massacre would produce.
