WI: No Railroad price war for Los Angeles

Back in the 1890's, there was a boom of migration to Los Angeles, driven by a combination of boosters in the Midwest promoting migration to LA, an extremely popular book called "Ramona" that romanticized Spanish California and the mission system, but the biggest factor was that both the Santa Fe and Southern Pacific railroads had a terminus in LA, which would lead to a fierce price war between the two companies.

Had that price war not happened, maybe they have a terminus in San Diego instead, what effect would this have?
