WI: No Pearl Harbour?

You know, I really can't think what the Japanese hoped to achieve by attacking Pearl Harbour and the Phillipines that they couldn't just have easily achieved by skipping them and going straight for the DEI and FIC.

I'm not much of a war history buff, so can someone explain it to me. And, in keeping with the thread title what would be the result of Japan not riling the Bald Eagle?
 
Basically they knew that there was no way that the US would stay neytral once they attacked the European powers so they tried to limit them as much as possible early on.
