WI No Pact of Steel (short term)

Apparently, Mussolini's decision to sign said historic alliance with Germany was something of an impulse decision on the part of Il Duce. What if he had not done so? What I'm really interested in here is, how does this change the march to war in 1939? And how said war starts?

(Obviously Italian neutrality in the event of conflict is somewhat more likely, but we've got stuff on that already.)

Well Italy and Germany will still be seen as ally just more informal and the Entente can decide to be a little more cautius in do a show of force to make the italian reconsider joining the war (a move that greatly backfired).
Regarding the march to war, i doubt that will change much, the original agreement between Adolf and Benny considered a war in 42/43 as Italy was not prepared to a general conflict...obviously Hitler decided to start a 'little' earlier
