WI: No One Nation

In the late 90's, Pauline Hanson's One Nation party swept across Australia polarizing the immigration debate. Whilst the party's success was relatively short lived, it brought the debate to a national stage and was fundamental in further breaking down the Nationals and drawing the Coalition further to the right on the issue. What would happen if (say) Hanson lost Oxley in the 1996 election and never had the opportunity to form the party in the first place?

Would the immigration debate (which was beginning to garner steam in the early-90'd) become as big of an issue as fast?

How would the elections in 1998 go without One Nation (would the Nationals be able to return to government in Queensland at all)?
