WI No mid term elections in US

WI US representatives had a 4 year term and Senators 8 ( half elected in Presidential years)

Was there any chance that this could have happened?

How big an impact would it have had?

Very unlikely it would have happened. In *The Federalist* Madison has to defend even biennial elections against the slogan, beloved by the Anti-Federalists, that "Where annual elections end, tyranny begins." http://www.constitution.org/fed/federa53.htm
 
I doubt it. Intentional or not, the current system strengthens the checks and balances the founders set up between the branches. Tying the legislative election cycle to the executive cycle would benefit the executive. The midterm elections have become in essence a vote of confidence in whoever is the president.

Ugh. Here in VA is almost nonstop politics. The gubernatorial election is the year after the presidential, then the year after the Congressional midterms are the General Assembly midterms to the governor's term. Annual elections nationwide in this day and age would be horrendous.
 
The current system was intended (and generally functions) to helb ensure political changes occur slowly and do not reflect sudden and possibly transitory changes in popular sentiment.
