In other words, no Columbine and nothing like it happens before 9/11.

Michael Moore notwithstanding, I think that mass shootings exist on a separate psycho-cultural track from warfare and political violence. IOW, the fact that they started happening pre-911 shows that they were inevitably going to happen sooner or later, even if they could have somehow been delayed by a few years.

Even if you limit "mass shootings" to incidents with at least ten fatalities, you would have to eliminate at least twelve incidents from 1949 to 1999. It's hard for me to see any plausible single POD for doing this. (No, "outlaw all guns"--even assuming it would have prevented all these incidents--is not plausible.)

    Camden shootings [IMG] 1949 13 3 Semi-automatic pistol [61][62]
University of Texas tower shooting [IMG] 1966 18 (inc. the perp.)[fn 1] 31 Rifles, revolver, pistols, and shotgun [53]
    Easter Sunday massacre 1975 11 0 Semi-automatic pistols and revolver [73]
    Wilkes-Barre shootings 1982 13 1 Semi-automatic rifle [63][64][65]
    Wah Mee massacre 1983 13 1 Semi-automatic pistol(s) and/or revolver(s)[fn 2] [66]
San Ysidro McDonald's massacre [IMG] 1984 22 (inc. the perp.) 19 Semi-automatic rifle, pistol, and shotgun [53]
    Palm Sunday massacre 1984 10 0 Semi-automatic pistols [77]
Edmond post office shooting 1986 15 (inc. the perp.) 6 Semi-automatic pistols [53]
    GMAC shootings 1990 10 (inc. the perp.) 6 Semi-automatic rifle [53]
    Luby's shooting [IMG] 1991 24 (inc. the perp.) 27 Semi-automatic pistols [53]
Columbine High School massacre 1999 15 (inc. both perps.) 24 Semi-automatic rifle, semi-automatic pistol, shotguns [57]
Atlanta shootings 1999 10 (inc. the perp.) 13 Semi-automatic pistols and revolver

Having the media be a bit more cautious and minimize the amount reporting about colombine(the logic could be not wanting to inspire others) instead of making it THE story would have the desired effect on school policies/level of security the OP wants.

Aside from the fact the first mass shooting in the US was when some Native Americans killed some kids in a school in the 1700s, there were several Columbine like shootings at schools before Columbine, where offensive music and violent video games were blamed (the notorious Jack Thompson was involved). The only difference is that after 9/11 they'll blame Grand Theft Auto instead of Doom.

No, we just never invent gunpowder so no guns. Then people just do mass stabbings like in China.

    From Canada, 1975...

St. Pius X High School Shooting

I remember being told by someone from Ottawa, about a decade after this happened, that "He was into war games"(meaning Dungeons And Dragons etc).

    And of course...

    École Polytechnique massacre

1989. Never heard anything about Lepine's taste in recreational activities. He definitely didn't like feminism.

IIRC shootings in schools extend much earlier than 1949. The limiting factor seems to be the weapons and ammo supply at hand. A Colt revolver is not quite like a modern auto rifle or auto pistol in wiping out a classroom.
