What would Washington D.C. Look Like if the McMillan Plan, which formulated the Plan For the National Mall was not used?

I saw the title and though that this thread would be for a TL with a 'Macmillan Plan' (drafted by British politician Harold Macmillan) rather than a 'Marshall Plan' after WW2, which actually seemed as though it might have interesting possibilities...
