WI: No Luxembourg Crisis

Let's say Napoléon III makes more of an impression on Bismarck in their Biarritz meeting, and Bismarck decides not to oppose France's purchase of Luxembourg in 1867. How different would relations between France and Prussia be? Would this definitely butterfly away the war, or perhaps just postpone an eventual conflict?
 
Let say that Willem III sold Luxemburg with only oral accord of bismarck.
Bismarck could accept it and tell this Napoleon to show that he is grateful for his non-intervention in Austro-Prussian war.
and in same time used this to strengthen ties with the German confederation.
After he could push napoleon to claim blegium separate France and England and play with both power according to its desires.
