What if steam, electricity, and all the other technologies that made the industrial revolution possible, where never invented, and humans where left with only human/animal muscle power, and primitive wind and water mills? How would this effect the evolution of human culture, politics, and society? What would a 2013 with the technological level of 1713 look like?

You have to hit britain really hard to do this and somehow block the various developments that Made it all possible. And It's a whole LOT of developments and parallel circumstances that were all JUST RIGHT for it to happen. POD most probably has to go at least as back as the black death. Actually maybe avertibg it as strange as it seems is the way to go assuming Great changes in the following political situation.
