WI: No Heydrich?

Let us say when he is a Navy cadet, Reinhard Heydrich dies after being assaulted by fellow cadets in The Late 1920s.

If the butterflies don't work too much magic, what would Nazi Germany be like without His ideas to spark the Red Army Purge, The Final Solution, or Nazi Counterintelligence Service?
I'd suspect that Someone else would come up with the Final Solution or Stalin's paranoia about his overthow, and etc, but would the Third Reich be 'better' (less sucessful) than it is in OTL?

Heydrich didn't cause the Red Army Purge, he helped the NKVD unwittingly by more or less "Laundering" their fake proof so it seemed like more legitimate proof to start wiping out the Red Army officer Corps.

That said, Heydrich was one of the more nasty bastards in the Reich, and without him Himmler's power plays up to the level he carved up for himself might not be pulled off. In the three way power struggle between Himmler, Goering and Rohm its still most likely that the first two will turn against the last but its possible that the Police will remain disunited and Goering might wind up with more domestic power then he did IOTL.
