WI: No "Hand Of God" Goal

In the 1986 World Cup quarter final, Argentinian footballer Diego Maradona scored the controversial "Hand of God" goal against England, which, while illegal, was not penalized. Four minutes later, he scored the "Goal of the Century", allowing Argentina to win the match, and with it the game.

My question is, would it have made any difference in the great scheme of things if Maradona had been unable to do either?
 
If Maradona for some reason fails to live up to the expectations in this game or is taken out of the game Argentina looses. England then goes on to face Belgium in the semifinal and we end up with a repeat of the 66 game in the final. West Germany wins this time since their team in 86 was outstanding compared to England.
 
This has been done as a "What-If" in Nick Hancock's 1997 book, Maradona gets sent-off for the hand-ball, Engalnd go on to win 1-0, they beat Belgium 3-1 in the semi-final, and beat Germany in the final.
