By most accounts the policies were an expensive failure: They still tied up resources for policing the coast, cut state revenue, impoverished thousands, and apparently increased piracy several times over. Presumably there were some benefits for the Ming in terms of centralizing power, but it seems pretty obvious that the negatives grossly outweighed the positives. So what if the sea bans weren't implemented?
