WI: No Grand Coulee Dam?

I watched this documentary last night on PBS about the dam. It talked about how it turned Seattle and Portland into the big cities they are now, dispossessed several tribes, generated tons of food and power, and generated the power for a large amount of the USA's WW2 manufacturing. However, a coalition of opponents almost stopped it from being built.

So what if they did? How does that affect history both domestic and abroad?

Weird idea, I know...

Moves a lot of the nuclear program to elsewhere. Washington and Oregon will look a lot more like the Pan handle of Alaska on the coast. I guess that Tennessee is lot more industrialized.

I don't see a lot of impact on international history besides WW2 last a few weeks longer. I guess there could be lots of butterflies, but hard to predict.

There were many other hydropower stations in the Columbia basin other than Grand Coulee Dam, so there should still be enough power to support a decent manufacturing program (after all, aluminum in particular was around some time before Grand Coulee was finished). The nuclear program would also not probably move all that much, maybe to Nevada or something. They already had significant facilities in the TVA area and wouldn't want to concentrate too much.

In the post war world, you might have an earlier and more successful WPPSS or even a revival and construction of the Grand Coulee itself...
