WI: No feudalism?

How would the world look and how different would it be, politically and culturally, if feudalism and manorialism had never taken root?

Okay, so for example, in 4-8 century Europe feudalism never takes root, what happens?

Again, why? Do we see fragmented but not collapsed Roman Empire? Do we see Europe full of small tribes who don't produce enough surpluss to support warrior caste? Do we see collection of city-states similar to classical Greece? Do we see some sort of conditions that prevent (heavy) cavalry from gaining military dominance? Or something else?
 
You would get something like the Roman Empire in organisation.

The leader apoints governors of regions (instead of Earla and Dukes) who then appoint deputies (instead of Lords and Barons) and they have deputies (instead of Knights).

You will need to have an organised army, rather than individuals raising their own troops, and I suspect less castles and more fortified towns.
