What if the Zentrum Party had not voted for this crucial part of Gleichschaltung in 1933?
It won't be THAT simple and easy - there is still Hindenburg at this point, and even in his senile form he might not accept having the Nazis imprison every other member of parliament. He was ok with the commies being suppressed, but arresting Zentrum and SPD would possibly be a step too far. And he still commanded the unquestioned loyalty of the army.I guess a deterioration of law and order and a new vote were fewer parties are able to attend. And more people in the concentration camps

Hitler IMO would not do something too rash, and instead try some sort of salami tactics to get the necessary majority, and that might take a while. Unless a civil war somehow erupts, I don't expect super major changes, maybe a slower start to full-scale rearmament ?
