WI: No Cartoon Network?

What if Turner decided that a 24/7 network devoted to cartoons was too "niche" and they never went anywhere with it. How would this affect animation in general? Would anime still make some sort of impact in the US?
 
Turner had, through his puchase of the MGM library, a huge amount of material (the Looney Toons pre-1948, Hanna-Barbera, Tom & Jerry, etc.) To maximize the value of this asset, he would either create a similar kids-focused network to Nickleodeon or try and sell that collection piece by piece to the highest bidder, never being sure that you can get back what you paid.
