Before the Boxer Rebellion, there was a movement to go the Constitutional monarchy route and there was a reform-minded emperor at its head of the government. In the wake of the Boxer Rebellion, the Bone-Eating Witch returned to power, some time later
poisoned the emperor, placed a child on the throne to rule as regent, and brutally purged anyone that even said the words "constitutional monarchy."
Let us say the Witch stays in retirement and does not poison the emperor - there would be a fight among the traditionalists and the constitutional monarchists. If the Guangxu Emperor continues to be a reformer, we in theory might see a situation where Yuan Shikai or Sun Yat-sen as Prime Minister much like our timeline's Churchill.
