WI No Black Hawk Down

Somalia, and the events surrounding it and the USA during the early 1990s, are often used as a prime example why Americans were often hesitant about getting down and dirty around the world at least until September 11.

How would have history have changed if there was no "Black Hawk Down" situation, where American forces were at least able to evacuate with little to no casualties and the American adventure in Somalia ends with a whimper instead of a bang?

How would that have changed the 1990s, and perhaps the run up to September 11? Would it be too far of a stretch to think that a stronger American interventionist policy across the world perhaps would have disrupted AQ's plans for September 11?
 
Hmmm, I reckon had there been no BHD incident in Somalia, OBL could well have been not so emboldened to attack US forces & installations as he did OTL after seeing the Clinton admin cut & run as a result of the Battle of the Black Sea. For the purposes of international law, maybe an actual military intervention into Rwanda to halt the genocide, also more robust action against the Haitian junta (which also benefited from BHD when the USS HARLAN COUNTY was turned back from Port-au-Prince when the ATTACHES threatened 'another Somaila', despite the terms of the transitional agreement allowing US & Canadian peacekeepers in to train the Haitian armed forces & gendarmerie) + more active & earlier US military intervention in Bosnia against the VRS- more concentrated airstrikes by NATO & the 5th Fleet, poss followed-up by the 1st Armd Div deploying from Germany & Hungary to kick the buts of the VRS (instead of OTL being sent in as peacekeepers 1995-96) & maybe the 2nd Mar Div landing on the Adriatic Coast ? Poss even greater involvement in Liberia- perhaps even to the extent of RESTORE HOPE if Somalia had been successful & accalimed enoughw tihout the BHD loss of life ?
 
In a lot of ways BHD can be seen in the same way as Tet in '68. The Somalis took very large losses as did the VC and NVA yet politically came out on top due to US domestic perception. Ironically the main reason the US was in Somalia was because of TV coverage of the famine situation and the dispruption of food relief reported on the news. The same news outlets then offered up footage of the BHD firefights.
