WI no Antony Comstock

Anthony Comstock was appointed a special agent of the U.S. Post Office in 1873 by President Grant, with special powers to interpret and enforce a new
stringent anti-obscenity law, a law that Comstock himself lobbied for. Comstock was absolutely ruthless in his obsessive quest to destroy "smut" in 19th century America, causing sixteen people to commit suicide due to his relentless attacks, convicting "enough people to fill a passenger train of sixty-one coaches, with sixty of the coaches containing sixty people each", and shaping American morality standards in the media for decades to come.

So what if this man was never born? Or what if he never developed his obsession with "smut"? (It's theorized that the early death of his Puritan mother had a lot to do with it, maybe keep her alive a little longer somehow?)

Does a similiar anti-obscenity law get passed eventually anyhow? What are the effects of his absence?
