Random thought popped into my head...forgive my total ignorance on the subject.
Let's posit an ATL in which Humphrey wins in 1968, however the first two years of his presidency turn out to be an absolute trainwreck. Thus the GOP wins big in 1970 and manages to gain control of both houses of Congress (not sure how feasible this is, but it's a rough scenario so bear with me...). Reagan goes on to win in 1972 and 1976 (again for the sake of the scenario...)
My inclination is that a GOP led Congress wouldn't pass the legislation that created Amtrak. How would things have developed if said legislation hadn't been passed in the 70's?
