Say the Agricultural Revolution in Britain never takes off. How would this affect the course of world history? In particular, would anything at all similar to OTL's Industrial Revolution still be possible, or would it be butterflied away entirely?
If so then Britain definitely doesn't have an industrial revolution for a while.
However - since the agricultural revolution had already stared in the Netherlands previous to spreading to Britain, Britain would get a chance to catch up. In this case, we are likely to see the Austrian Netherlands becoming the first industrial country (whoever actually rules the area in 1800).
This may be a world in which France can become the hegemon during the 19th Century.
