WI neutrals in Western Europe?

WI post-WW1, plebiscites see several nations and provinces declare themselves neutral?

Starting from the Swiss border, Alsace and Lorraine declare their neutrality, soon followed by the Rhineland and the Saarland and Luxembourg and Friesland. The next thing you know, Denmark and another Scandanavian nation declare themselves neutral.
Meanwhile, in newly-formed Yugoslavia, Croatia, Slovenia, Montenegro and Albania declare their neutrality?
So Europe develops a neutral corridor extending from the Adriatic all the way to the Arctic Circle.
All these neutral nations still want to trade with their neighbors, but refuse to allow foreign military transports to cross their borders.
 
You mean like Belgium and Luxemburg were neutral during WW1 and the way Denmark, the Netherlands, Belgium and Luxemburg were neutral during WWII?
 
The Rhineland was demilitarized post WW1 for all the good that did. The only way your proposed buffer states would survive in the face of German revanchism is with the united muscular support of France, Britain and Italy. That's a POD in itself.
 
I have wondered how willing the Germans would be to cede Alsace-Lorraine to France in a peace treaty where the war ends as a stalemate. Part of that involves curiosity regarding how a plebiscite might actually go. My thought is that A-L becomes a demilitarized and "neutral" zone between France and Germany, akin to how the Rhineland was treated T-of-V. If this is because of an East First POD then Belgium and the Netherlands likely remain strong neutrals. This separates Germany and France in future from Switzerland to the North Sea.

Might Germany see the advantages of independent Baltic states and perhaps further the Ukraine and Poland as neutrals? Add in Finland and Germany has a cordon to the East between it and the USSR, potentially freeing it from any occupation costs, boosting its image as well as getting Entente support to keep the East free of communists.

And as the notion strings out, would a dissolving A-H let go of such places as Bosnia or Croatia or even Bohemia if they became neutrals? Would Germany be persuaded to let A-H fall to pieces if they essentially commit to being no threat?

I have asked the questions and thought of how it might play out but I am truly uncertain if it could occur.
