Yes, but you're asking us to entirely change Hitler's personality, and then make value judgements based on that (entirely new) personality.

Hitler's racial lunacy and thirst for a war with France and the USSR were integral parts of his personality and were the primary drivers for most of his actions. Take those away and we're left with nothing.

Without the WW-II (and cold war) i don't see a decolonization until late XX century early XXI century at least.

It will certainly take longer, probably adding another decade or two, but it will happen. Many of the colonies were already well on their way to becoming money pits for the home countries before WW2 began...

Hess was never Hitler's designated successor. He was Hitler's deputy for Party business, but that was not the same as being "Vice Fuhrer".

At the time of the Enabling Act, Hitler's legal successor would have been the Vice Chancellor, von Papen - who wasn't a Nazi.

When Hitler did designate a successor (in 1939), it was Goering.

In any case, in this scenario, Hitler is not dead, only disabled; the question is who becomes "regent".
