Was there a capacity for Nationalist China to invest greater resources in building up a stronger navy and airforce after the loss of Manchuria in 1933?

Since Japan was able to invade and attack China with impunity, what if the Nationalists invested in upgrading their navy and airforce (instead of its focus on the army), so that they could cut Japanese forces off before they get to China?

They might have been able to do some damage to Japan itself by bombing its cities, disrupting its merchant fleet and causing havoc with its economy?

Could this have scared Japan out of its plan to loot and rape China after 1937?
