WI:Napoleons 100 days not in 1815 but 1817

Napoleon is exiled to Elba and het returns to France in 1817 instead of 1815 does he have a greater chance against the allies then in 1815?No Specially regarding no presence of large allied armies in Southern Netherlands.
 
I think the bigger question is, do Austria and Prussia go to war over Saxony. If they do, there are a couple of armies who are weakened even more than they were. He basically decided that he had to strike while the iron was hot, because he figured that his enemies would have time to rest up after so much War. And, they would have had time to lick their wounds after two decades of War. But if they wind up going to war with each other, then that would be the time that he could jump into France again.
 
Assume there was no war over Saxony then it was 3 years after the last fighting i presume that most armies in Europe were demobilised how long would it take for former Allies to have their armies mobilised? and would they all be eager to join a new coalition?
 
While it's a very interesting pod... I had a doubt if after three years being exiled Napoleon would have the same fast success that he had in OTL in take over France?
I think that the Restoration regime would have, even I guess that it's probably that Louis XVIII would be more hated and/or unpopular than OTL...
I assume that after three years his regime would be more consolidated and stronger political and perhaps military than OTL... I'm supposing that the regime would be able to at least secure Paris and with the loyalty of the main civil functionary and at least some of his (designated by the king) army generals...perhaps would be able to face to the Bonapartist attempt or at least to get time and delay his advance to Paris.

The Elba island (first) exile choice was decided by the the Treaty of Fontainebleau.
But I think that the choice of St Helena was an later and a British government (Castlereagh and Lord Liverpool) decision rather than an allied option.

Napoleon was very much aware that the general atmosphere in large parts of Europe were against him though. The British were keeping a not-so-good watch on him (as it turned out) and were openly discussing moving him to more faraway places like St. Helena and the King of France used to give him the pension he had gained at Fontainbleau. On to of that the Austrians refused to let his family join him.
 
Isn't this potentially disastrous for the Americans?
Now that would be an interesting TL?
OTL the British were really just doing the minimum they could to make the War of 1812 go away, they weren't at all seriously trying.
Without even the possibility of another European War someone might get more adventurous.
 
You don't at all think the return of Napoleon contributed to the British looking to exist the war?
The war was completely over by that time. Not only had the peace treaty been signed, the Battle of New Orleans had happened as well. There’d be absolutely no point in Britain diving back into a useless war, plus they would be breaking a truce within 6 months...
