Yes, I do believe Napoleon II would've inherited Elba as well, since Napoleon was made sovereign of Elba and it was only in the aftermath of the 100 Hundred days that the Congress gave it to Tuscany.

I'm unsure if Murat would've stayed in power. Although prior to Napoleon's return he had supposedly received the promise of the Habsburgs that he could remain in power, a deal had already been brokered with the Bourbons on Sicily to help restore them to the rest of possessions. Regardless of a 100 Hundred days or not, I doubt Murat remains in power...Napoleon's return was just a convenient excuse to get rid of Murat, as he supported Napoleon's return.
