It would be hard, considering a good portion of the CUP et. al. - much like the republican movement in Brazil with their emperor - considered the sultan as a major obstacle to their reform plans (IIRC), so the sultan had to go. Now, as a much-reduced caliph as per OTL that would be possible but his territorial jurisdiction would have to be limited within Istanbul akin to Vatican City.

Probably Turkey would be worse off as the Allied Tropes are not going to just leave.
