WI: Modern Day Cold War

What if there had not been the Perestroika reforms in the USSR and the Soviet Union had not collapsed? What would a continuation of the Cold War to present day look like?

For a better or a worse Soviet Union?
- In case for the better (I'd use Viet Nam as a reference: economy first, and a lot, then political, a little), USSR is likely to "step down" in Cold War. On the surface, it seems like they diffuse the bomb. However, the smell of war is still around (shown as the "reduction" but also "more elite" Red Army)
In this case, USSR can be quite peaceful (though it'd strike China hard - China exploit the rift between USSR and USA to make themselves rich) and friendly

- For worse (more dictatorship - just imagine USSR as the West "wants" it to be)... the War may not stay Cold.
And I doubt that there is a world left
