WI the U.S. offered to trade its share of Samoa for some of German islands in Micronesia to set up a way station to the Philippines?
Probably most useful parts of German Micronesia for that purpose would be the Marianas islands and possibly the northern Marshall islands, or at least some of them.
First opportunity to do this might occur during or right after the tripartite agreement over Samoa of late 1899. At the time, Britain traded away its share of Samoa and Micronesia except for the marshalls had just recently been purchased by Germany from Spain.
Other opportunities for making a trade might be during or right after the 1907 or 1913 war scares with Japan.
What American interests would lose out from yielding American Samoa? More importantly, what would American Samoa have been worth to the Germans?
One Micronesian island or a whole group like the marshalls or Marianas? Or nothing?
