WI Mark Green defeats Bloomberg in NYC Mayoral election

The 2001 Mayoral election was quite close, Bloomberg's margin was 35,000 votes and some change about about 3% of the vote. You don't need much of an alternative POD to get a different amount, it could just be Bloomberg spending less money. So then what happens?
 
I don't think much changes on the municipal level.

Green might be able to turn his mayorship into a run for governor, but given his poor OTL track record (extremely left wing, unable to win even in New York), that might fizzle out.
