There was also serious candidacy of Francis I and less serious of Henry VIII so Wittelsbach may not even be a candidate and sovereignty over the Netherlands is not necessarily help: the provinces are not under any obligation to finance adventures like this one. OTOH, if Max is elected in 1489 as a successor to his father (who was still alive) perhaps Hapsburg can be elected based upon similar principle (as a grandson of the emperor) even without him ruling the Netherlands?
Yes, often the Emperors, when they had an heir of at least 18 years and where sure to have enough electoral votes, called the elections for the King of Romans for guaranteeing the succession to their heirs while still alive. And really Habsburg would not have needed all that money Charles V used if not for the particular circumstances (Charles was unknow, just the Burgundian grandson of the late Emperorand already King of Spain). Max was elected without many troubles and likely the same would be for his son
