I think the Portuguese could colonize Luzon/Selurong prior to the Spanish since the claimants of Tondo wanted to kick the Bruneians from Luzon since they were under Majapahit influence back then and the last Emperor of Majapahit was allied with the Portuguese prior to his demise, another POD associated with that is preventing the weakening of the relationship between Sunda and Portugal as well.

Perhaps just deciding not to fight LapuLapu or butterfly Magellan's landing on Cebu, Magellan had already had the ruler of Butuan under Spanish suzerainty.
