WI Macapagal retires in 1965?

IOTL Marcos, then a Liberal and Senate President, was guaranteed the Liberal nomination when Macapagal promised to not seek a second term and help Marcos become the Liberal presidential candidate in 1965. He changed his mind, Marcos switched to the Nats, and the rest is history. But WI Macapagal had stood down in 1965? Any appreciable effects?

I think you'd still have the whole 20 years of suffering. Just because he's running on the Lib ticket doesn't mean he's not a politicidal kleptocrat.

What that would do for the Macapagal family, however, I don't know.
 
I have trouble understanding how a uber-conservative, corporatist rural populist is a "liberal" in any sense of the word. You might as well call GMA someone who is thoroughly committed to term limits.
