WI Lynn McLeod Beats Mike Harris in 1995 Ontario Election

What if the Liberal Lynn McLeod won the 1995 Ontario election as was expected? And there was no Common Sense Revolution? How would Ontario politics be effected? What about effects on national Canadian politics? What if?
 
Tories win in 2003. McLeod was a cautious centrist, so nothing super huge. No idea who Harris' heir apparent as PC leader would be. I have trouble seeing Eves winning a GE.
 
The PC's loss would probably be blamed on Harris being too right-wing for most Ontarians, so I think the PCs would probably choose a more centrist leader. Beyond Ernie Eves, the other choices that come to mind are Dianne Cunningham (who lost the 1990 leadership race to Harris), Elizabeth Witmer, and maybe even Hugh Segal.

I agree with RB, though, that the Liberals would likely be defeated around 2003.

I remember I saw an article from around that time that even mentioned John Tory as a possible leader. Of course I would mention this

I'm just curious as to the Federal implications of Harris losing in 1995. His guys were mainly allied to Reform/The Alliance and helped with the merger, and I doubt a more moderate leader would follow in his OTL footsteps.
