WI: Ludlow Amendment added?

What if the proposed Amendment proposed by Louis Ludlow was added to the Constitution between 1937 and 1940? Would it have been abolished at a later date? If not, how would it affect the United States and its relations to the World throughout the 20th and early 21st Century?
 
I suppose that depends on whether or not the War Powers Act would be considered unconstitutional under a hypothetical Ludlow Amendment. The Democrats favored wording that would put any declaration of war by Congress to a public referendum, in case where the US was not directly attacked, ala Pearl Harbor. But consider that Congress has not declared war since the Pearl Harbor dominoes fell in 1941.

If the War Powers Act passes constitutional muster, nothing changes in terms of military action from Vietnam onward. Even the Korean War was not a declared state of war, but characterized as a "police action" ostensibly under UN auspices.

If anything, I could see the Soviets playing more hardball with the US. It would be especially interesting to see how the Cuban Missile Crisis plays out if there was a Ludlow Amendment in an ATL. Would the Soviets be more willing to run the blockade knowing that any declaration of war might face an uphill battle with a citizenry that is looking to build bomb and fallout shelters in Suburbia? Would they even go so far to challenge the Monroe Doctrine in places like Honduras, Nicaragua, and El Salvador?
