WI: Louis XVI never restores the parlements

Louis XV's triumvirate successfully removed the parlements from political power. When Louis XVI came to the throne, he restored them. They later proved his undoing, by refusing to pass his new taxes, demanding the Estates General meet, and causing the French Revolution.

But what if he was persuaded out of doing this? Could he have just raised taxes on his own?
 
Not restoring the former parlements (= courts controlled by nobles) was not à guarantee against revolution. The key question was : would the king force necessary and fair reforms on the privileged orders or not ?

If not, then he would end losing his legitimacy and his power.
