Not much chance. Aside from anything else he was not an elected Member of Parliament and as Devolved has pointed out, Kitchener's light was waning. His presence in the War Cabinet was entirely unorthodox an indication of the state of confusion verging on panic that the government faced when dealing with the crisis of 1914.Might he have become Prime Minister after Asquith's fall?
